David Cameron has accused the PM of using the language of the BNP, after
Gordon Brown unveiled plans to force immigrants to be more British.

Talking about one of Mr Browns slogans - British jobs for British
workers - Mr Cameron said the PM knew it was illegal under EU law.

Speaking in the Commons this afternoon, Mr Cameron - to furious
barracking from Labour - added: I did a bit more research to find out
where he got his slogans from.

Heres one he borrowed off the National Front. Heres another one he
borrowed off the British National Party. Where was his moral compass
when he was doing that?

After weeks of being behind in the polls, the Prime Minister had sought
to present himself in his first Queens Speech as the man with the
long-term answers to voters concerns about immigration, housing,
education and terrorism.

Among the new measures was a Citizenship and Immigration Bill which will
set out the duties of foreigners to learn English and sign up to British
values before being allowed into the country.

It may also enact Mr Browns idea of forcing migrants to undertake
community work as a condition of being granted citizenship.

As the Queen formally reopened Parliament, David Cameron attacked the 28
bills as more of the same from a government that is just not up to it.

Speaking in the Commons this afternoon, the Tory leader tore into the
legislative programme for the coming year accusing the Government of
short term tricks.

The real problem with this Queens Speech is simple. It is the same as
the problem with this Prime Minister, he said.

Whether its on housing, immigration, youth unemployment, it is all
short term tricks instead of long term problem solving.

Mr Cameron cited as an example Mr Browns pledge to deep clean
hospitals to tackle superbugs.

All the things you told us - that it would happen in every hospital,
that it would start immediately and be repeated every 18 months - turned
out not to be true. What a complete shambles.

People are worried about going to hospital and catching a disease which
might kill them and all they get from this Government is short term
tricks.

Ill tell you what needs a deep clean - and that is the culture of
spin, deceit and half truths we get from this Government.

He told Mr Brown: The Queens Speech doesnt represent, and you dont
represent, any real change.

You know how to talk about change but the trouble is you cant deliver
change. Thats what the whole country discovered this autumn.

Whitehall sources denied that the bills amounted to a re-launch of Mr
Browns government because he deliberately underlined several policies,
such as raising the education leaving age and giving Parliament a vote
on going to war, that were previously announced this summer.

Mr Brown moved to outflank Mr Cameron on the family by signalling a
major extension of the right to request flexible working.

It is currently restricted to parents of children under six but could
extend to all.

The Prime Minister has been struck by the success of Labours laws to
create family-friendly hours for staff in recent years.

Some 47 per cent of new mothers now work flexitime compared with just 17
per cent in 2002 and the number of new fathers working flexibly has
almost tripled.

One of the most controversial measures was on party funding, which could
put a limit on spending between general elections.

The Citizenship and Immigration Bill has been left deliberately vague to
allow further moves to tighten the migrant worker system.

It will build on a review being conducted by former attorney general
Lord Goldsmith into different categories of residency, citizenship and
British national status.

MPs expect it will be a vehicle for Mr Browns plans to set out a common
list of British values to be published next year.

It may also set out clear rights and responsibilities of new citizens.

Labour MP Keith Vaz has accused Mr Brown endorsing employment
apartheid with his slogan of British jobs for British people.

Keith Vaz, chairman of the Home Affairs Select Committee, said the
pledge could not be met due to Britains treaty obligations and was a
false attempt to answer to right-wing propaganda.

Polls show that immigration has risen up voters list of concerns.

In the past week ministers were forced to admit that most new jobs had
been taken or created by foreign nationals.

Labour will hit back with compulsory English tests for prospective
migrants and moves to introduce a points-based system for skilled
workers that it hopes will cut non-EU immigration by up to 35,000 a
year.

After the speech, acting Liberal Democrat leader Vince Cable said: The
anticipation was acute - but the anti-climax is deafening.

The legislative programme is firmly rooted in the Blair era. There is
very little new. No ideas, no vision. Is this what we have been waiting
for?

However, Labour MPs were earlier bolstered by a Populus/Times opinion
poll that put Labour one point ahead of the Tories and showed that Mr
Browns personal ratings were still ahead of Mr Camerons.
