Yes - entirely. When Mercury first started it was the 131 service which
required a 10 digit access code to be input before the number. This only
applied where CLI was not available from the exchange - in some cases right
up to the end. If CLI was available then the 132 service was used where the
access code was not required.
When NTL took it over they retained everything.
When it was sold to nPower a year or so ago they soon gave notice of
ceasing, and closed the service earlier this year. The service as such
however is still available from nPower as the 162 service although they
would prefer you to use a Smartbox or CPS.
