It is a plaque just to the South of the statue of Charles I (by le Suer)
at the Northern end of Whitehall.
That is considered to be the centre of London as opposed to The City
(which obviously its not in, being in Westminster!).
Just to confuse matters, distances used to be measured from the London
Stone, possibly an ancient Roman Milestone in Cannon Street (yes, in
The City!). You can still se that through a grille in the wall of the
Commercial Bank of China, opposite Cannon Street Station.
